Clarification from Cowley County on RNR Statements

Cowley County says Revenue Neutral Rate (RNR) statements will begin arriving in mailboxes at the end of this week – here’s what you need to know:
If a taxing entity plans to collect more in property taxes than the previous year – even if the mill levy remains the same or your property value changes – they are required by state law to notify taxpayers and hold a public hearing. That’s the purpose of this statement.
What is the Revenue Neutral Rate?
It is the mill levy rate that would generate the same amount of revenue as the previous year. If an entity proposes to exceed that rate, even slightly, they must notify property owners and provide an opportunity for public comment.
How can you participate?
This notice includes the date, time, and location for any required public hearings. These are open to the public, and residents are encouraged to attend and provide input.
This is not a tax bill – it is simply a notice based on proposed budgets and current property valuations.
