Governor signs cell phone bill for schools

Governor Laura Kelly signed a bill that would ban cell phone use during the school day. The bill had support from both parties. The ban is bell-to-bell. There are exceptions to the ban, like if a student needs one for an IEP or if a doctor approves the phone as a medical necessity.
