On March 18, 2024, at approximately 4:30 p.m., Arkansas City Police Officers were dispatched to A Street and Cedar Avenue on a report of a white vehicle speeding through residential areas. Officers contacted individuals driving a similar car; while speaking with them, a white four-door vehicle sped through Vine Avenue and C Street intersections, almost hitting a truck making a left turn. Officers located the vehicle and made a traffic stop in the 400 block of North A Street. When officers spoke with the driver, David Barragan, 33, Arkansas City, the odor of alcohol was detected. Barragan declined to participate in a standardized field sobriety test and was arrested. He was then transported to the Arkansas City Police Department for the sobriety test and later to the Cowley County Jail. Barragan faces multiple charges, including DUI, reckless driving, driving with a revoked license, habitual violator status, transporting an open container, lack of proof of insurance, and an outstanding $500,000 warrant from Seward County for kidnapping.
His bond is set at $508,900.
