The Cowley County Sheriff’s Department says at approximately 12:11 AM on December 14, 2021, Cowley County Sheriff’s Deputies were dispatched to the 3000 block of 302nd Road in Cowley County, Kansas. The reporting party reported a large amount of suspected blood located in the front yard and had information that a possible shooting had taken place. During the investigation a 2018, silver F250, belonging to Dylan Weaver was located at an address in Winfield, Kansas. A vehicle was located in the 10000 block of 11th Road in Western Cowley County. In that vehicle was Justin Pierce and Amber Orr. The deceased body of Matthew Kelly was found in the bed of the truck. Four individuals were arrested in connection with this on-going death investigation. In addition to Dylan Weaver, Justin Pierce and Amber Orr, also arrested was Lisa Wise.
