The Arkansas City Police Department has made an arrest in connection with several outstanding charges following an investigation into an incident involving a 14-year-old female in November 2024. On November 6, 2024, ACPD received a report from a 14-year-old female, who stated that on November 5, 2024, while walking home from school, she was approached by a male subject in a vehicle who coerced her into getting in. The victim reported that the male subject drove her around town for some time, and when she asked to be dropped off, he complied, releasing her safely without further incident. Detectives identified the suspect as Marvin Andres Chicaj-Batz, 24, of Arkansas City. During the investigation, it was revealed that officers had previously encountered him but that he had provided a different name each time. Further investigation uncovered his true identity and multiple active arrest warrants. On December 11, 2024, Chicaj-Batz was located and arrested. While the arrest was not directly related to the November 5 incident, it was the result of several charges, including identity theft, a Kansas Department of Corrections (KDOC) parole violation (no bond warrant), and two warrants from Comanche County for making false information and forgery ($50,000 bond). The case related to the November 5 incident has been forwarded to the Cowley County Attorney’s Office for review of possible charges.
