On January 29, 2024, officers of the Arkansas City Police Department took a proactive step in addressing illegal drug problems within the community by surveilling a residence recognized for possible drug activity. During surveillance, officers observed a vehicle with an illegal temporary license plate leaving a residence in the 700 Block of E. Central Ave. Officers made a traffic stop on the suspected vehicle in the 200 Block of North D Street. The vehicle’s driver was identified as Monica Chaney, 26, Arkansas City. It was soon discovered that Chaney had a suspended driver’s license. The vehicle’s passenger was found to be Ashley Webb, 29, Arkansas City. A search of the vehicle by officers led to the discovery of illegal drugs. Both occupants were arrested, and upon further investigation, Cowley County District Court granted a search warrant for the residence Chaney and Webb had just left. Officers executed the search warrant at the residence and located Hailey Holmes, 24, Arkansas City, hiding in the crawl space of the residence. Holmes was arrested on an outstanding felony District Court Warrant. The residence was searched, and items of illegal drug use were discovered.
