Traffic stop leads to multiple charges

Ark City Police say on Jan. 13, 2023, at 10:31 p.m., Bobby Joe Donlay, age 44, of Arkansas City, was stopped driving a maroon in color Chrysler PT Cruiser for a traffic violation in the 100 block of East Polk Avenue.
Donlay was found to be driving without a valid license, third offense. He was taken into custody and a search incident to arrest led to the discovery of a loaded firearm on his person. Also located on his person was a substance that later tested positive for marijuana and approximately 5 ounces of a substance that tested positive for methamphetamine. Charges for Donlay include Possession of Methamphetamine with Intent to Distribute, Possession of a Firearm by a Felon, Possession of Marijuana, No Drug Tax Stamp, Possession of Drug Use Paraphernalia, Criminal Use of a Weapon, and No Driver’s License Third Offense.
