Wednesday evening, Officers with the Winfield Police Department were dispatched to the 2800 block of E. 9th Avenue (U.S. Highway 160) regarding an injury accident involving a truck and a motorcycle. Responding Officers were told a witness was on scene performing cardiopulmonary resuscitation (CPR) on one of the persons involved. During the course of the accident investigation Officers determined that a Dodge Ram pickup truck driven by Billy McArtor (81) of Winfield, Kansas was facing east and was stopped waiting on westbound traffic to pass so McArtor could turn northbound into a private parking lot. A Kawasaki motorcycle, operated by Steven Anstaett (39) of Winfield, Kansas, was traveling eastbound on E. 9th Avenue. Anstaett’s motorcycle collided with the back of the pickup truck driven by McArtor. Life saving measures were attempted however Anstaett was pronounced deceased at the scene.
