Ark City man facing multiple charges after traffic stop

The Arkansas City Police Department arrested an Arkansas City man on suspicion of driving under the influence after stopping his vehicle early March 28. 44 year old Robert Theophilus Lolar was arrested on suspicion of one felony count each of possession with intent to distribute marijuana and no drug tax stamp, as well as one misdemeanor count each of driving under the influence, driving with a suspended driver’s license (third offense), expired or illegal registration, no proof of insurance, possession of drug paraphernalia. Officers conducted a traffic stop at 2:44 a.m. March 28 involving a vehicle they observed driving down the wrong side of the road in the 900 block of South A Street. The vehicle’s tag was found to have an expired registration with a current registration sticker on it. Police later determined the sticker and tag were not the same. The driver, Lolar, also was found to have a suspended driver’s license and an active warrant for his arrest for failure to appear in Arkansas City Municipal Court. He was taken into custody without incident. The vehicle was searched, and police found items suspected to be illegal substances and items associated with drug sales in the vehicle.
